Minimum Requirements:

• A minimum of two (2) years of full-time law enforcement experience is required.
• Must possess the required State of Florida Law Enforcement certification standards pursuant to Section 943.13, Florida Statutes.
• Must reside within 50 air miles of the assigned office at the time of employment.
• Must have & maintain a valid driver’s license.

Duties & Responsibilities:

This is a career service, sworn law enforcement position assigned to a District Office.  The selected candidate must reside within 50 air miles of the office where the vacant position is assigned at the time of employment.  Responsibilities include:

• Plans, conducts and completes all or portions of complex criminal, administrative, and civil investigations over which the Division has investigative jurisdiction.

• Completes assigned Substance Abuse and Mental Health Services (SYNAR) surveys related to tobacco sales compliance additional random surveys.
• Completes assigned alcoholic beverages surveys and random or complaint driven surveys.
• Conducts investigations of stolen or fraudulent cigarette tax stamps; unlawful shipments of deliveries of alcoholic beverages or tobacco products; works as an undercover agent on felony cases; non-tax paid alcoholic beverages, tobacco products and fraudulent applications, tax returns, and records; and unlawful ties between manufacturers or distributors and retailers of alcoholic beverages.
• Prepares accurate investigation, prosecution and administrative reports as well as conducts interviews, testifies in official legal proceedings, and participates in cooperative investigations with other agencies.
• Trains and instructs law enforcement officers and others regarding State laws and rules which the Division of  Alcoholic Beverages and Tobacco is responsible for enforcing and court decisions related to Division’s jurisdiction.
• Participates in community prevention and education training events.
• Enforces final orders, settlement agreements, and court orders, makes arrests, serves warrants, recruits and documents informants, and accounts for expenses.
• Plans, conducts and completes inspections of businesses licensed to sell or serve alcoholic beverages and tobacco products, to promote compliance by those licensed by the Division, which includes issuing corrective notices for violations found and promoting responsible vendor acts.
• Participates in training as required and properly maintains issued equipment.  Training includes, but is not limited to, mandatory retraining, firearms, defensive tactics, pursuit driving, felony stops, and search and seizure.
• Maintains familiarity with the Division’s written policies and procedures, departmental legal opinions, statutory changes, rules, agency directives, and court decisions.
• Performs related duties, gives presentations, participates in state declared emergency operations as assigned and may be given special assignments as a result of special skills, training, knowledge, ability or aptitudes which may involve physical hardship or hazard as well as extended absence from home town and/or family.
• Maintains proper physical/mental condition to perform the duties of a sworn law enforcement officer.

Duties & Responsibilities:

This is a career service, non-sworn investigator position.  The selected applicant will:

• Investigate violations of Chapters 210, 561-565 and 567-569, Florida Statutes.
• Make frequent observations and inspections of mobile and fixed business locations selling tobacco products and alcoholic beverages.
• Assess compliance with the State’s tobacco and alcoholic beverage laws and report findings.
• Assist the Bureau of Licensing with application site inspections.
• Prepare appropriate reports.
• Prepare administrative cases.
• Refer criminal violations to sworn personnel for investigation or follow-up.
• Examine licensee records for compliance with applicable rules and laws relating to the purchase and sale of alcohol
  beverages and tobacco products.
• Assist sworn officers with seizure of evidence where applicable; assists in development of district plan to measure compliance with Chapter 569, F.S. using division law enforcement resources.
• Assist in preparing for prosecution, license discipline, administrative and forfeiture reports; collects evidence to support findings of fact and conclusion of law; testifies in judicial proceedings.
• Examine cigarette tax stamps and invoices to detect indication of tobacco tax avoidance and evasion when arrests are expected for criminal violations.
• Review licensing files for compliance with division rules and applicable Florida Statutes.
• Perform other work related to administration of state’s tobacco and alcoholic beverage laws, assisting the public, agency members, other government officials, industry members, and investigators which are administrative or civil in nature.
• Attend training in tobacco laws and rules, detection of counterfeit cigarette stamps, report writing, testifying in judicial and administrative proceedings, communication skills and other related duties and responsibilities.

Notes:  The work schedule for this position varies and will be coordinated by the supervising Lieutenant.
