Real Estate Appraisal
The Division of Real Estate protects the public by regulation of appraisal licensees pursuant to Chapter 475, Part II, Florida Statutes. The Division is responsible for the examination, licensing and regulation of real estate appraisers, appraisal management companies and instructors.
The Florida Real Estate Appraisal Board (FREAB) is headquartered in Orlando, FL. The FREAB is comprised of nine members (four appraisers, two Appraisal Management Company members, one user of appraisal service and two Florida residents with no connection to the practice of real estate appraisal). Members of the FREAB are appointed by the Governor and confirmed by the Florida Senate.

Registered Trainee Appraiser
s.475.611(1)(v) “Registered trainee appraiser” means a person who is registered with the department as qualified to perform appraisal services only under the direct supervision of a certified appraiser. A registered trainee appraiser may accept appraisal assignments only from her or his primary or secondary supervisory appraiser.
Certified Residential Appraiser
s.475.611(1) (l) “Certified residential appraiser” means a person who is certified by the department as qualified to issue appraisal reports for residential real property of one to four residential units, without regard to transaction value or complexity, or real property as may be authorized by federal regulation.
Certified General Appraiser
s.475.611(1) (k) “Certified general appraiser” means a person who is certified by the department as qualified to issue appraisal reports for any type of real property.
Appraisal Management Company
s.475.611(1)(c) “Appraisal management company” means a person who, within a 12-month period, oversees an appraiser panel of more than 15 state-certified or state-licensed appraisers in a state, or 25 or more state-certified or state-licensed appraisers in two or more states, and who performs appraisal management services regardless of the use of the term “appraisal management company,” “appraiser cooperative,” “appraiser portal,” “mortgage technology company,” or other term.

Attention: Florida Appraisal Management Company Registrants House Bill 927 that was signed into law will make a number of changes to Chapter 475, Florida Statutes. The effective date of the new law is October 1, 2017. Specifically, the bill amends the definition of “appraisal management company” to specify that an AMC must oversee an appraiser panel of more than 15 state-certified or state-licensed appraisers in a state, or 25 or more state-certified or state-licensed appraisers in two or more states. Effective October 1, 2017, AMC licensure is only required for AMCs with panel sizes that meet that definition. If you have any questions, or need additional assistance, please call (850) 487-1395.

The seminar is no longer required to renew an instructor’s license.
The renewal requirements for appraisal instructors:
- 3 hours Florida Laws and Rules
- 4 hours of Instructional Techniques
- 7 hours of real estate appraisal subject matters
- Minimum of 7 hours of board approved instruction consisting on an update of USPAP
