New Building Permit Surcharge Requirements

Recent changes to Section 468.631, Florida Statutes, amended the current collection method for surcharge payments reported to the Department of Business and Professional Regulation (DBPR), various county, city, and municipal jurisdictions. Under the new collection method, the building code surcharge payment to DBPR will be divided equally to fund the activities of the Building Code Administrators and Inspectors Board and the Florida Homeowners’ Construction Recovery Fund.

Effective October 1, 2010, all building departments are required to collect a 1.5 percent fee on all permits. The minimum amount collected on any permit will be $2. If no permits are issued, please continue to submit a surcharge report indicating such.

All surcharge payments are due and payable to DBPR within 30 days after the close of the following quarters: March 31, June 30, September 30, and December 31. Therefore, the first payment for the new surcharge calculation will be due on or before January 31, 2011.

A new form has been created to capture the collection of surcharge payments. Streamlined Applications Released

In an effort to assist applicants through the licensure process and to reduce the number of deficient applications, the Department of Business and Professional Regulation and the Building Code Administrators and Inspectors Board conducted a complete review and revision of all applications. The updated applications were launched July 10, 2012.


The Building Code Administrators and Inspectors Board will host a workshop on August 15, 2012 at 1:00 P.M., CDT to discuss the following issues in anticipation of possible future rule development:

  • What standard limitations, if any, should be placed upon a provisional license as established by s. 468.609(7), F.S.
  • The meaning of “employee” as used in s. 468.603, F.S.

The meeting will be held at the Wyndham Bay Point Resort, 4114 Jan Cooley Drive, Panama City Beach, FL.
