What is a Labor Organization?
Any organization of employees or local or subdivision thereof, having within its membership residents of the state, whether incorporated or not, organized for the purpose of dealing with employers concerning hours of employment, rate of pay, working conditions, or grievances of any kind relating to employment and recognized as a unit of bargaining by one or more employers doing business in this state. See Chapter 447, Part I, Florida Statutes
What is a Business Agent?
Any person, without regard to title, who shall, for a pecuniary or financial consideration, act or attempt to act for any labor organization in: (a) the issuance of membership or authorization cards, work permits, or any other evidence of rights granted or claimed in, or by, a labor organization; or (b) soliciting or receiving from any employer any right or privilege for employees. See Chapter 447, Part I, Florida Statutes
What are the requirements for a Business Agent?
- No felony convictions unless civil rights have been restored.
- Must be a person of good moral character.
- Fingerprint – with initial application.
- $25.00 Fee – with initial application.
- Application signed by President and Secretary of Labor Organization.
- Labor Organization must be registered.
How do I apply for a Labor Organization License?
Submit a Labor Organization Annual Report. All Labor Organization Licenses expire on December 31. You must renew every year. Current licensees receive a notice to renew in October of every year.
How do I apply for a Business Agent License?
Submit an application for Business Agent. All Business Agent Licenses expire on December 31. You must renew every year. Current licensees receive a notice to renew in October of every year.

Do I have to provide any other documents with my application?
Yes. You may be required to provide fingerprints with your initial application. Please contact the Customer Contact Center (850) 487-1395 to request a fingerprint form.
Are there any costs involved in obtaining my license?
Labor Organizations pay an annual fee of $1.00
Business Agents pay a fee of $25.00 with their initial application. No additional fees are required for renewals.
Can I get my money back if I decide I don’t want the license or if I am denied a license?
No. All fees are non-refundable.
Will I receive a notice informing me that my permit is about to expire?
Yes. If you hold a current Labor Organization or Business Agent permit you will receive a renewal notice around the first week in October.
Can I renew online?
Labor Organizations and Business Agents can renew online. Business Agents must submit an attest statement signed by the Labor Organization, as a supporting document, each year. Business Agents should ensure that the Labor Organization is properly registered prior to submitting their application.
